To Establish the Final Disposal of Waste Substance Measures Plan

Absrtact
 Following past results of land reclamation using wastes, the Project has sought to study related cases in Taiwan and overseas, proposing feasible measures and regulations for Taiwan. The Project has also analyzed current situation of final disposal overseas, and contents of related policies and laws, and evaluated current situation of final disposal in Taiwan, establishing a final disposal strategy for Taiwan and proposing concrete measures and feasibility evaluation.  The Project has completed the establishment of a final disposal strategy, proposing concrete measures based on functionality, demand and supply aspects. 1. Functionality aspect: Minimization of final disposal, meeting basic requirements, digging out and recycling existing facilities, urban mining and replacing landfills with land reclamation; 2. Demand aspect: Minimization of wastes, evaluation of demand, classification/distribution of final disposal and raising disposal levels; 3. Supply aspect: Evaluation of the capacity of supply facilities, avoiding imbalance of supply and demand, and promoting diversified use of facilities. In terms of replacing landfills with land reclamation, current effort is mainly on promoting stabilized infills, reducing requirement for installation of barrier facilities and coordinating with existing developments. The Project has completed the drafting of related regulations, providing reference for developers in the future, ensuring the proper management of infills and preventing environmental damage.
